What a pleasure to hear from you. Thank you for contacting me to share your views on the proposed second economic stimulus package. Hearing from constituents on issues of concern is important to our office and me as we work to represent our district.
As you may know, the Economic Stimulus Act of 2008, passed the House of Representatives by a vote of 385-35 on January 29, 2008. The legislation allocated $168 billion for rebate checks to taxpayers, between $300 and $600, based on their 2007 Adjusted Gross Income level and filing status. As the stimulus package passed the House I was promised that its swift enactment would sufficiently respond to economic indicators suggesting an increased risk of a recession in early 2008. Prior to the vote, Federal Reserve Chairman Ben Bernanke testified that action was needed to stimulate the economy through targeted government spending and tax incentives. Unfortunately, the benefits from the initial stimulus package quickly wore off, the credit crisis worsened, and resulted in Congress passing additional relief in the amount of $200 billion for Fannie Mae and Freddie Mac, $122.8 billion for AIG and ultimately proposing a $700 billion bail out package for failing financial institutions at the urging of Treasury Secretary Henry Paulson.
As the economy continues to weaken the new Administration has proposed a new $825 billion stimulus package to provide another round of economic relief. While I agree that action needs to be taken to revitalize the economy, I am concerned that passing an additional stimulus package estimated to cost the American taxpayer an additional $825 billion, including $400 million to research climate change and $6 billion to weatherize homes, will do little to help hard working families across Tennessee pay their bills and put food on the table. Should this package pass, the Democratic led Congress will have passed $2 trillion in federal bailout and stimulus spending within the last year, raised the national debt burden to $17,000 per household, and done so without passing pro-growth policies that will enable long-term financial reform.
By contrast, I am proud to support H.R. 470, the Economic Recovery and Middle-Class Tax Relief Act of 2009, which seeks to provide permanent tax incentives for economic growth. Since its introduction H.R. 470 has been referred to the Committee on Ways and Means and the Committee on Appropriations, and I am pushing hard to move the legislation to the floor of the House for a vote. You can rest assured that as Congress continues to discuss ways to revitalize the economy I will continue working to ensure Tennessee taxpayers' interests are not forgotten.
